Right-click on command prompt and run as administrator:
regsvr32 “C:\program files\e2b teknologies inc\e2btek pdf driver\distribution\pdfcreactivex.dll”
NOTE: path depends on operating system

This process can also fail due to spaces in the file locations name. If registering the .dll is failing, try renaming all the folders in the file path without spaces.
