In the update of "SARA release (Web Client: 3.4.19.09270)" the ability to set a message to display when logging into the customer portal. (Can only be set by admin users)
To add a message, follow the following steps:

As an admin user, navigate to (Admin> Settings & Utilities> Site Options> Options).

Towards the bottom left of the page are the "Customer Portal" settings.

Within this, you can enable the Display Message flag/option, write the message & add a link:

When the customer uses the statement/portal link (Or login), it will display as such:
