RESOLUTION
If a user has too many failed attempts to log into the software, their user account will become locked and they will not be able to log in until the user account is unlocked.
To unlock or verify if the user account is locked:

Log into SARA as a user with Admin rights

Go to Admin Master Files User

Edit the user that cannot log into SARA

If the user account is showing as locked, click the 'Unlock Account' button

Update the password if necessary

Save the User Master File

Have the user try to log into SARA again
