Account Views are a type of view that are seen by all users. They can only be created and/or modified by an admin-level user.
To set an Account View:

Create the desired filter

Select the gear icon
Name the view using an asterisks as the first character and select Save.
Once the view has been set you can edit it in the following ways:
You can set it as the default view:

Select the gear icon

Select "Edit" on the desired view

Check the "Is Default" box

This will cause the view to be the first view loaded in for any user
You can edit the filter and save it for all users

Edit the filter as desired

Select the gear icon
-
Select "Save" on the desired view

This will update the view with the desired filter for all users
